If I created the file, it should have the right header.

I don't think it is included.  If it is Aaron, just fix the SUBDIR for
the previous directory, gnu/java/awt to not include gtk, or in
gnu/java/awt/gtk don't include peer in SUBDIR.  See, if it was
included, we'd be blowing away your Makefile already and we've not
done that just yet.
