This is a known problem. The library only exists in the Gnome CVS archive.
If it's any consolation, it took me forever to find it to. We either need
to add the library to our archive, or distribute a tarball of some sort.
Go to here http://developer.gnome.org/tools/cvs.html for the details,
and checkout the libart_lgpl module.
Both John Kieser and I posted messages on our experience getting Classpath
and Japhar to work together recently. They should be in our mail archive.
