Status of Classpath Swing

I've been following the CVS repository, and have noticed that there have
been no CVS commits to the javax/swing or javax/accessibility
directories in the past three months.  Are these classes being actively
developed?

Also, a legal question.  I know that because I have looked at Sun's
source, I'm ineligible to commit any code code for javax/swing.  Would
this ban extend to include UML diagrams based on the public
specification?
