I don't want to be arrogant here, but if your schools are "very" concerned with the safety of their students, you should look at a real warning distribution system, the only one I know of is e2campus, but I am sure there are others. My only reason for bringing this up is that students have to be in front of their computers and they have to be USING them for any of these warnings to occur. What happens when students are in a classroom or when they are in the common areas of their residence halls?
The original question was pretty clear that this question was mostly a "cover all your bases" sort of thing. Sure, a cell phone alert would be most direct, but as yet, we have no way to ensure we have the cell phone numbers for all our students (and no good way to keep that list up to date), nor does everyone use the email address we issue them, etc. etc. Then there's the question of whether the infrastructure supporting all those emails, cell calls, SMS messages, etc. can deliver in a timely fashion...
The thought is to attempt to use /every avenue/ we can think of to get the alert out. CCA has an interesting capability in this regard.
