I opened a TAC case on this. There is a bug filed for this: CSCtd53424. The Windows Starter Editions will be marked as Windows_ALL by CAM. The workaround given by TAC is the same workaround below they had for Windows 7 which set up Windows Starter to use web auth and do not require agent:
