It means *all* priviledges that is defined. Before devfsadm download the 
device_policy to the kernel. the default priviledges needed to open /dev 
devices are all privileges.

Only a limited set of privilege are needed once the system is booted. 
But the experiment is to understand what privileges are needed for the 
service to start the daemon during system boot, and it turned out that 
full priviledges are needed for that.
