Hello Mat, actually I am having problem grabbing wireshark trace, sorry.
Anyway, I noticed following sequence of things here: 1. Sprout triggered my AS for originating. Shouldn't sprout assign his own icid value before triggering to AS? I guess AS populates icid only in case of OOTB? 2. So on orig I populated icid with quotes. 3. Here I see that sprout has stripped quotes on the originating side of the call, so that when my AS received terminating, it didn't contain quotes, but it didn't care. 4. When my AS returned terminating INVITE - sprout checked icid and spat exception. Hope this helps.
