If you were looking for the download link for the CDF, I found it at the bottom 
of 
https://developer.berlios.de/project/showfiles.php?group_id=7844&release_id=16324.
  This server seems a bit unreliable, though, so it's also on Sourceforge at 
http://sourceforge.net/projects/uctimsclient.berlios/files/uctimscharging1.0.1.tar.gz/download.

As Ellie says, though, we haven't yet tested with it - if you do, please let us 
know how you get on!

We've not found an open source CDF for our testing - we're going to take a look 
at the one you've suggested though!
We've been testing with internal tools/scripts that emulate a CDF.
