Asif, If you were looking for the download link for the CDF, I found it at the bottom of https://developer.berlios.de/project/showfiles.php?group_id=7844&release_id=16324. This server seems a bit unreliable, though, so it's also on Sourceforge at http://sourceforge.net/projects/uctimsclient.berlios/files/uctimscharging1.0.1.tar.gz/download.
