Shahzad, I've pushed the patched code up to my github account at https://github.com/mirw/uctimscharging. You should be able to change to the UCTCDF directory and type make to build it.
It's a bit of a hack - as I say below, it doesn't crack out much detail and it seems to lock up pretty frequently. As a result, I'm not sure it's a great basis to build on long-term and I'm probably not going to spend a huge amount more time on it. I hope what's there (basic support for receiving Rf EVENTs) is of some use to you - good luck! Unfortunately, it's a bit incomplete and not very compliant (at least with recent versions of the IMS specs - it was last updated in 2009!).
