the seerver will return a "A concept with the same label and language already
exists!", so there are actually 2 issues:
- the message from the server is not displayed
- it proposed to do something that cannot be done
step to reproduce:
go to http://localhost:8080/concepts/generic-resource?uri=http://www.google.com/
add a concept, create free concept
add concept with same label again
