Systemd uses /etc/adjtime.

I propose that we edit systemd as we do util-linux to utilize /var/ lib/hwclock rather than /etc for adjtime.

Another option is to scrap util-linux hwclock change to use /var/lib/ hwclock/adjtime and have it use its default of /etc/adjtime.

Then both util-linux hwclock and systemd would be using /etc/adjtime.
