Climate Change Sensitivity: Screening Development Cooperation Invitation to Side event at Montreal Climate Conferences
Tuesday 6 December 2005, 7 till 8 p.m. EU Pavilion, Room 210 A, Palais des Congrès de Montréal Presentation of Climate Screening Approaches by Denmark and the World Bank At the UN Climate Conferences in Montreal, Denmark and The World Bank will hold a side event to present instruments and tools for screening development programs and projects for climate change sensitivities. >From Denmark, Ambassador Ole Moesby, Under-Secretary of State for Multilateral >Affairs, will present the Danish "Climate and Development Action Programme". >The "Climate and Development Action Programme" along with an electronic tool >kit aims at integrating climate change into Danish international development >cooperation. The Programme includes four elements: 1) raising the policy >profile of climate change; 2) focus on adaptation to climate change; 3) focus >on mitigation of climate change; and 4) capacity development in partner >countries in addressing climate change. Warren Evans, Director of the World Bank Environment Department, will present tools to assist developing countries, donors and NGOs to screen projects for climate sensitivities. The tools include a simple screening tool that provides an 'expert consultation' to identify potential areas of climate sensitivity early in project design and to steer project designers to supporting documents and tools. The Bank will use its recent portfolio of projects to better understand the types of climate risks that might be faced and the range of technical and financial instruments to deal with them. A representative from a developing country government will comment on the two presentations and kick off the discussion. The side event is an opportunity to learn about the screening instruments prepared by the World Bank and Denmark. The side event also will offer and opportunity to discuss how climate change guidance and screening tools can be used to raise the quality of aid programmes and promote sustainable development.
