I'd be inclined to persist with wikibooks...

I see some possible solutions:
1) Have the "Flagged Rev" removed -- pages that haven't been reviewed
behave as normal still
   [I've requested this on the admin contact section, but being new to
wikibooks have no idea if this will work]
2) Move content to non-reviewed sub-pages, and have the main page
reviewed
   [There is nothing stopping you blatting out new pages, these will
be visible... however the link to them is important]
3) Elect/promote/find some active reviewers who are willing to 'rubber
stamp'

The dis-advantage of "simply moving wiki" is that the admin work still
needs to be done, and would probably just fall to people who are doing
real work.

The wiki is a really great source of information which is
unquestionably valuable (thanks to the contributors, its a real life
saver).
