It's pretty easy if you have sftp access:

I think there's room for a community-run clojure-specific repository for
people who don't want to maintain an always-available repo but don't
want to wait for the lengthy upload process for the central
repositories. I believe Stuart Sierra has plans for this; I'd love to
get a discussion going.
