It's pretty easy if you have sftp access: http://stuartsierra.com/2009/09/08/run-your-own-maven-repository I think there's room for a community-run clojure-specific repository for people who don't want to maintain an always-available repo but don't want to wait for the lengthy upload process for the central repositories.
