I need to clarify my previous answer.

In each row of vectors I want to extract two columns and make a map of
those.

For example, for each premiseid, there is a reading.

So for this line of data

33891715,101100,"2011-06-05 23:00:00","610160000","SMITH","E & J",
80581200,43,0,75,"2011-06-06 06:00:01","610160000"

I want to map the premise id "610160000" to the reading 101100.
