Your approach requires some lifting both in the runtime and the compiler. Why not sign a CA, implement it and submit a patch and supporting runtime data ?
However there a plans to rewrite Clojure in Clojure on the JVM, some lessons have been learned while writing the ClojureScript compiler. This may impact your approach in the near future.
