An *application* is a collection of *libraries* assembled in a particular way to provide some service. A *framework* enforces a "particular way", essentially providing a template for building your application. Immutant is not a framework, it's an application server, a single process capable of running multiple applications simultaneously, including some commodity services like messaging, scheduling and caching that, because they're integrated, can be easily clustered and coordinated.
