I'll take a wild guess and say the "flashing" properly is a console with a message Microsoft don't want to confuse you with.
That said, the message i get here, is that wget is missing. Leiningen ships with curl.exe. Not knowing any bat syntax at all, i was enable to get lein.bat downloading by uncommenting the wget part out. One could try to move the curl part above wget also. Your lein.bat file might be in \Users\name\.lein\bin\lein.bat I'll create an issue on github.
