I think there's something to be said for non-English programming languages, primarily for the reasons the OP suggested--toy/beginner languages to get more people coding. Languages are judged for "readability" and similar metrics, with (standard) English as the yardstick. "Code in English because you have to learn English anyway to talk to other people who program in English" is a bit circular, as well.
