I think putting custom partitioning into the hands of users, and then supporting those arbitrary layouts, is asking for endless trouble. Pick your battles, ignore the rest. The more versatile production solution for dealing with runaway usage of space is quotas. But lack of familiarity causes people to keep running back to the familiar torture of fs resize and repartitioning. I'm hopeful the storaged and Cockpit folks will one day help solve this.
