IMHO a “sandbox”-type tool would be fine; there are several “test” tools already, e.g. bd808-test <https://toolsadmin.wikimedia.org/tools/id/bd808-test> and lucaswerkmeister-test <https://toolsadmin.wikimedia.org/tools/id/lucaswerkmeister-test>.
