A bit of context: in discussions on the mailing list around CLOUDSTACK-576
(https://issues.apache.org/jira/browse/CLOUDSTACK-576) it was agreed that the
ability to customise a VM instance with files and commands should be
implemented as a separate feature. This issue tracks that feature.
