No. If your not using DHCP, then yes you will have to enter all information manually for each client. DHCP does not only provide ip addresses, but also dns, gateway, etc...

However, I have been known to be wrong and it could very well be a function that exisits. Even if it doesn't theres certainly nothing diificult about entering IP's unless you have tons of them.
