Ask for the opportunity to critically access her proposal.

They must have had some reason for hiring her.  I would hope
that if some foreign company wanted to hire me as a materials
engineer for a contract, there wouldn't be local outrage over
this.

Is she is the best person for the job, let her do it.  If there
is some problem with her qualifications, then complain.

If something is working great, but obsolete; there are arguments
for replacing it.  If it isn't working, it's obvious it needs
replacing.  If something is working great and is not obsolete,
it is a political decision.

So, appeal to the business side of things.  If it's a political
decision (and has money behind it), you aren't likely to beat
it back by shouting and jumping around.

I am currently fighting with two 486 laptops.  I am becoming of
the opinion that they should get wasted, at least with only the
base level of memory.
