I think after Code Red hit, Shaw started blocking access to some
low-numbered ports. I'm also running a web server, and I couldn't access
it until I moved it's port above 1024.
For testing, I use http://www.pcflank.com 's online port scanner. You
can give it a list of ports to scan, which is really handy for testing
things like this.
