I've always thought this should be left up to the policy of the restaurant. It 
is not illegal to wear rollerblades in a convenience store but many ban them 
because they can be dangerous. I think it is a better idea to make illegal 
smoking in a public establishement that doesn't have a proper designated area 
(ie: significantly divided rooms), rather than an all or nothing approach.

I am a non-smoker.
