One long beep and two short ones is definitely a video card problem, but 
of course if the power supply isn't providing the video card with enough 
juice to begin with, it will definitely complain.  A 250 watt PS is also 
definitely anemic for your system.  I'd look at bumping it up to 350 
watts for sure.  If the problem goes away, you've got the right 
diagnosis.   If it doesn't go away, you've still eliminated future 
problems, and I'd next try a cheapo video card if you have one laying 
around just to prove the problem is your ATI card.  If your PC works 
with the cheapo video card you've taken one step to proving the ATI card 
is suspect, and you can then try the ATI card in a different box just to 
see if it works in a new setting.  If it doesn't work in the new 
setting, then you've probably got a defective video card (video 
processor or video memory).  If it does work in a different box, then 
you've got a conflict between your mobo and the video card, maybe the 
settings, maybe the bios.
