LSB (Linux Standards Base) was designed to take care of some of this, but currently has been implemented (certified) by only 3 vendors IIRC: SuSE, Mandrake, & one other. If LSB does not go far enough, perhaps we need to clamour for LSB2. Having got some standards in place, WE (the subset of users that don't enjoy unnecessary pain) need to beat up on non-compliant vendors, and to abandon them if they won't comply in a reasonable time.
