when your system boots but before XP starts loading, there should be a bit of
text on-screen telling you how to enter your BIOS setup. it's usually
something like pressing Delete .... that will get you into your BIOS setup,
and from there you need to change your boot device settings to allow booting
from the CD-ROM... take care...

It'll be on the screen where the Dell logo is (like before you get the
Windows screen. Mine at work is the F2 key (the guys at GE use only
dell computers).
