But how can it work?

I run 5 RH boxes, 4 IPCop boxes and 2 Gentoo boxes.

Plus a few desktops where the distros are in flux.

If I can vote repeatedly, then I can skew the results.  If I can't vote
repeatedly, than the results are inaccurate.
