try ctrl-alt-f2

ctrl-alt-f1 will be your default, and unless I miss my guess, that will be
running X.

X will be running on a display 6 numbers higher than the associated console.

So

CRTL-ALT-F1 is the console for the X display running on CTRL-ALT-F7
ctrl-alt-f2 will be running for ctrl-alt-f8
etc.
etc.

My guess is that the console you looked at was already being used.
