I don't use Redhat on my desktops anymore so I can't really help you with
KDE rpms.  It doesn't surprise me though that Redhat still doesn't have
their own RPMs for KDE 3.1, in-fact I wouldn't be surprised if they were
the last distro on the planet to have their own KDE 3.1 package.  It takes
time for them to take the KDE source code, modify it, break it, and break
it again just for the fun of it before they can release it :)  I don't
think it's the Linux community that has a long way to go, it's Redhat that
does.  They make it a point to fight against certain Linux community
groups.  Your best bet to is maybe do a google on KDE 3.1 and Redhat 8.0
and see if any 3rd party RPMs are available, or maybe someone on the list
has some made (I think I recall seeing threads on KDE 3.1 RPMs).
