Even with 2000, it is trivial to change the administrator password with a program for 
changing the Windows NT Administrator password. 
Given physical access to a box and even an MSCE can hack it. Having to know the 
Administrator Password from the Recovery Console for 
the most part is just an annoyance for repair shops. I wouldn't be surprised if 
Microsoft shipped XP this way on purpose.

Linux is no different. That's why servers generally should not have floppy drives or 
cdrom drives. Encrypted file systems help as well.
