I just wanted to point out that this is a normal process with the
Government.  We went through a similar situation with the Avro Museum - when
we did a name change, and when we were applying for a grant.  Being based on
legal documents and such, the Government normally prefers that all the I's
are dotted, and the T's crossed before approving anything. (my thoughts)

I see this as an encouraging event - we are getting processed in a
reasonable time frame, and help is being offered for us to succeed at this.

Congrats and good work to the executive! (And Jeff of course!!!)

Bad News:

The Bylaws as we submitted them have been rejected. The Alberta Government
had 
a list of things they need changed. We have about 50 days to resubmit as our

file is kept open. The Nuans report is kept active while our file is open so

that is not a concern.

The Executive had a meeting and decided to revamp the whole set of Bylaws. 
There were several reasons for doing this, not just the ones the Government 
gave us. We will have the new proposed Bylaws available for your perusal and

comments very shortly (tonight hopefully). We will also provide explanations

for the changes, amendments and deletions.

With a new set of proposed Bylaws this unfortunately means that we will need

to put it to the group for a vote. (I can hear the groans now) We did the 
original ones this way so in all fairness to you we are doing it again. For 
this purpose we will be having a Special General Meeting next month 
(Wednesday April 2, 2003). If you are a Tier Two member please make all 
efforts to be there. We will vote by a show of hands rather than a ballot 
system to hopefully speed the process along. We will verify you as you enter

the room, have your ID ready.

The Secretary will be sending out notices of renewal to those members who
will 
be expiring by the end of April. Your membership will cover your ability to 
vote at the Special General Meeting if you do not intend to renew. The 
Secretary will also send reminder notices to all members who are currently
in 
arrears or will be in arrears by the next meeting. This is to give you the 
opportunity to get yourselves back in good standing prior to the vote.

We will of course do a membership drive before the vote as well to enable 
anyone wishing to become a Tier Two and exercise their vote to do so.

Good News

The reviewer who is working on our file is going to review any changes
before 
we submit again, via email so we can save ourselves some postage and time
and 
effort with signatures and such. We get kind of a pre-review so that we are 
certain to have everything we need to get these Bylaws approved.

We the Executive have appointed Jeff Clement as Communications Coordinator. 
This is an Executive Board position so he has full voting privileges. 
Basically Jeff will be doing what he has been doing all along but with more 
recognition for it. Things like providing us with this mailing list, the web

server for our domain, calgary.linux.ca email addresses. Please take a
moment 
to congratulate Jeff. We are certainly very happy to have him aboard.

Jeff has enabled locking of web pages on the CLUG website. We will be
locking 
things like the Front Page and the Bylaws Page and any others that are
deemed 
necessary. This will require any of the Executive to make the changes from 
the point they are locked forward. This is simply our way of ensuring that 
certain data is not tampered with, defaced or misiformation put up. For the 
most part we will still have the site open for anyone to edit. I think most 
of you will agree with this change in procedure. If you do not, I would be 
happy to discuss it further with you off-list.

I apologize in advance, this notice will be sent out with a little more
detail 
for the Tier Two members. In all likelihood you will get it again but we
have 
to send it directly to the Tier Two's as we cannot risk that they are not on

the mailing list.
