(clug-talk) DataBase / Software Design Tool

   Does anyone know of a dataBase design tool for linux?  Or a free one 
for windows?  Better yet how about software development tools from a 
projects start to finish?  I need something that can keep track of 
things so that when I come back to it a few months later so that I'm not 
looking for scraps of paper that I doodled on months before.  Of course 
these are personal projects so I don't want to spend capital if possible.
