You probably want "oss" in your use flags as well. Then, you might need to re-emerge xmms. If it was emerged before the sound system, it might not have had the appropriate sounds system compiled into it (cuz it wasn't available).
You should also add "xmms" to your use flags (getting my info from http://www.gentoo.org/dyn/use-index.xml). other than that (little and possibly erroneous) info, I've haven't spent a lot of time getting xmms working with my boxes...
