I think I finally figured it out. Turns out there was a soft limit getting set, but via a variable that was being used when starting the tcpserver process.
On a Gentoo server this get's set in /var/qmail/control/conf-common. I had a setting there for a softlimit of 11000000. I changed this to 15000000, and things seem to be working now. Though I'll have some fine tuning to do yet. Thanks everyone who responded.
