Found this on Google Groups:
setterm -powersave powerdown -powerdown 5 -store
setterm -powersace on -store

Change 5 to the powerdown delay you want.  (0 to 60)
Powersave options are -powersave [on|vsync|hsync|powerdown|off]
The store option makes the setting the default settings, so they work
after you log off.
