Yes, you can definatally do that using apt. Your probably safest on a
Debian system, but as I said, I used apt to upgrade from RedHat 9.0 to
Fedora Core 1. I probably could have done it with YUM as well, except
YUM sucks ass. Another option if to pop a floppy into the machine, or
boot it over the network, and do a network install to upgrade it. Most
installers let you do this. Here's some reading material for you:
I don't think you need apt, however. I upgraded successfully using the
regular install disk from Redhat 8.0 to Fedora Core 1.
