Well, Cooking ranges here run on 220V, they don't have different levels of voltage in houses in England.You can still get 2KW electric heaters though they are considered old fashioned and expensive to run, also electric water heaters are fairly common. They often work on "off peak" electric rates i.e. overnight.Probably due for a redesign though as you can imagine it would be a massive project.
