Actually it is current that is the factor:
1 to 8 milliamps= sensation of shock
8 to 15 milliamps= painful shock
15 to 20 milliamps = loss of muscular control
20 to 50 milliamps= difficulty in breathing
50 to 100 milliamps= ventricular fibrillation
200 milliamps= heart muscle being clamped (stopped)


So 50  milliamps can be fatal


How much current depends on voltage and a number of things that very the 
resistance to this voltage applied the the body
.. dry or wet skin  
100,000 to 600,000 ohms for dry skin or 1000 ohms for wet skin
holding or not holding a bare metal hand tool .. path thru body ie. right and 
left hand is very bad (current thru the heart)

I knew the anser was in milliamps but I had to lookup some more specific 
details
