Actually, I think that's Shaw blocking you.  You can't get to Shaw's mail 
servers (POP3 at least) from outside their network, as far as I can tell.  My 
company recently switched from Shaw's business service to ADSL and I found I 
could no longer check my home email from work.  Webmail was the only way to 
go (well, or a tunnel of some sort back to home, VPN or SSH, but I haven't 
gotten that fancy yet.  ;-)  )
