Hmm the only thing I can see changing in my cups config when I hit stop
printer/start printer is the following lines are added to the
printers.conf when I hit stop:

State Stopped
StateMessage Paused

But as soon as I hit start it goes away and when I stop and start cups
this setting stays.  Perhaps you can post your printers.conf (minus any
passwords) and we can look for anything out of place.  Barring that ddo
you have any config keeping software running that may be over writing
the printers.conf at boot time??
