I don't think that VI is a required skill.. a Linux editor is, I'd use VI, but to be useful if you taught or tested on VI, you should also do some nano and emacs.

Other things..
1) Filesystem basics, what goes where (/etc /var /usr /tmp /home), and symbolic and hard links.
2) pipes.. stdin and stdout, those are the most useful things in Unix.
3) grep, sed, awk
4) runlevels, and what they're good for, not really important, but 1-2% on the exam would be good.
5) what is X11, what is a window manager...


and it really depends on what you mean by a certification? certified user, installer, administrator, systems architect, developer, or kernel hacker guru?
