Try this sometimes (WARNING - only do this on a box that you are planning on reinstalling, or don't mind being down for some time):
On a Windows 2000/XP computer, power up the computer, and wait until you see the "Starting Windows" screen - the text based one that has a bit of a progress bar at the bottom. When the progress bar is about half way done, kill the power on the system (i.e. unplug it). Then, reboot the system and see how far you get. I've seen this type of thing on a few boxes (once due to me having plugged in the wrong disk and wanting to change to the right one, and once due to power fluctuations (which can sometimes be real bad in our building). In both cases, the boot files had become corrupted, and windows wouldn't start. It's possible to recover from this by repairing the boot files (recovery mode, manual replace, etc.), or rebuilding the system.
