It's definitely improved then. They have been know to narrow pipes in the past. (IE they sell you 15G but only give you 48KB/sec of bandwidth) And as any good webadmin knows you will never use up 15GB in month on a 48KB pipe as the demand isn't steady during the day. They also have bandwidth to burn though as they have secondary business colocating for some much higher paying and profitable websites.
