thanks, but this command will not change port 13 to
actively listening.

I wrote a small code to connect port 13 and get back
the system time. Unfortunately, I don't find the way
to turn on the time service and open port 13. I go
through the "System Settings"->"Server
Settings"->"services" in RH9, I find that I could not
control(start) the time service in the "Service
Configuration" to active port 13.
