On the contrary, your point is perhaps exactly what I was trying to make
in a different way.  I agree with you in every way that "doing homework"
is appropriate in this matter and in general.  I would think that a
guest speaker from the City might be an enlightening topic to aid in the
homework process.  In the case of the City, there is plenty of advocacy
already internally even within various non-IT departments that have seen
the success of other departments and making the requests themselves to
convert.  One of the stats given at the meeting I attended was that
applications were being converted from UNIX/Windows to Linux at the
approximate rate of one every 7 to 10 days.  I don't have the slides so
I hope that I have not misquoted.
