I know I'm not supposed to give stories of triumphs on the list, but this is so frustrating to find answers to that I thought I'd make an exception. Plus, I figure that, this being an officially bilingual nation, some people might need to type accented characters at some point. I, myself, am just trying to learn Spanish. Note that I haven't attempted to get accents to work in the terminal (other than xterm). So here goes:

In your xorg.conf (or the XF86Config), add the following line in the keyboard section:

Option "XKBOptions" "compose:ralt"

IMPORTANT: If you have other XKBOptions, add this one to it with a comma (ie "grp:shift_toggle,compose:ralt"). This was my main problem. Now international characters can be composed like this:

RightAlt+'+e gives �
RightAlt+`+e gives �
RightAlt+"+e gives �
RightAlt+^+e gives �
RightAlt+?+? gives �
RightAlt+!+! gives �
RightAlt+s+s gives �

Note that I am not sure how to type Eastern European characters at this point, nor will I attempt to find out. This is, of course, in lieu of using a different keyboard layout altogether, which would probably work too.
