Sounds like Kubuntu didn't detect your video card properly. You might need to edit your xorg.conf file.
I know one or two other people on the list have similar hardware - maybe if you post the xorg.conf file (usually found at /etc/X11/xorg.conf), one of the them might be able to help. Also, can you post the results of the "lsmod" command? This will show what modules have been loaded. I'm betting we won't see the module for the ATI driver....
